What is Hazardous Substances Test?

What is RoHS?

RoHS is a mandatory standard formulated by EU legislation, its full name is "Directive on Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment". This standard is mainly used to regulate the materials and technical standards of electrical and electronic products, making them more conducive to human health and environmental protection. The European Union passed its Environmental Protection Directive in February 2003, and it is scheduled to come into effect on July 1, 2006. The first edition of the regulation 6 substances is scheduled to take effect on July 1, 2006. The EU added 4 substances on June 4, 2015.

The purpose of this standard is to eliminate lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls, polybrominated diphenyl ethers, and four plasticizers in electrical and electronic products, a total of 10 substances, and focus on stipulating that the content of lead cannot exceed 0.1%.

The Directive (2011/65/EU) regulates the product range:

  1. Large household appliances
  2. Small house hold appliances
  3. Information technology and telecommunications equipment
  4. Consumer equipment
  5. lighting equipment
  6. Electrical and electronic tools
  7. Toys, leisure and sports equipment
  8. Medical equipment
  9. Monitoring equipment(including large industrial monitoring equipment)
  10. Vending machine
  11. Another electrical and electronic equipment that is not covered by the above categories
RoHS Commercial Value:

Test the product for Hazardous Substances and check the substances contained in the product. If the test fails or there is no relevant certification, the product will not be recognized by consumers when it is sold in the market, which is also related to the development of the product in the market of various countries. It also reflects the high standards of production technology and supply chain, which is one of the important characteristics of market sales.

What is REACH?

REACH (Registration, Evaluation, and Authorization of Chemicals) is a European safety regulation involving the registration, evaluation, authorization and restriction of chemicals. It was implemented on June 1, 2007. Its purpose was to integrate more than 40 directives and laws related to chemicals at that time. In order to respond to the expanding international regulations on hazardous substances, and manage all chemicals in a unified manner.

SVHC: If the goods imported into the EU contain any substances of high concern (SVHC, specified in the REACH regulation) exceeding 0.1% and the annual import volume of this substance exceeds 1 ton, EU manufacturers or importers must notify European chemicals The Management Agency (ECHA) makes a ruling and obtains the relevant authorization.

The Value of REACH and Supplier Obligations

Substances regulated by REACH are commonly used in cosmetic and skincare products, fragrance products, rubber, and textile consumer products, or as solvents, flame retardants, and are also quite common in the manufacture of plastic products. Most substances are listed because they are hazardous to human health, such as reproductive toxicity, carcinogenicity, respiratory sensitization, or endocrine-disrupting properties.

Therefore, manufacturers have the responsibility and obligation to protect consumers whether in the supply chain or in business transactions, which is the spirit of REACH.

What is Halogen Free?

Halogen refers to 5 kinds of non-metallic elements: fluorine (F), chlorine (Cl), bromine (Br), iodine (I), and astatine (As), which were mainly used as flame retardants in electronic materials in the early period. Because of its easy impact on the human immune system, endocrine, reproductive and developmental functions. Greenpeace released the "Guide to Green Electronic Products" in 2006, and all manufacturers have begun to eliminate halogens from their product materials.

In addition to the international standard IEC61249-2-21, which has specific standard limits for halogens, major manufacturers such as Apple and Dell have also established halogen-free specifications for their products. Although the standards are different but restricted substances and contents are not much different.

What is California Proposition 65 (CA Prop 65)?

California Proposition 65 (California Proposition 65 / CA Prop 65) is officially known as the "1986 Drinking Water Safety and Toxic Substances Enforcement Act". The legislation is designed to protect Californians and drinking water sources from chemicals that may cause cancer, birth defects, or other reproductive harm.

The Act requires the Governor of California to publish a list of chemicals known to be carcinogenic and/or reproductive toxicants determined by the California government. The list will be updated annually to list chemicals that must be regulated; if products contain chemicals on the list and the content reaches its hazard standard, the product needs to be described with appropriate label content.

What are conflict minerals?

Armed forces in Congo and surrounding countries often use the mining of 3T1G (Tungsten, Tin, Tantalum, Cobalt, and Gold) as an economic source, causing major bloodshed, human rights violations, and environmental damage passed the "Dodd-Frank Conflict Minerals" Act (DFCM) on 2012/8/22, requiring U.S. public companies, if the above minerals are used in their products, to investigate suppliers and publish relevant information and must to fill out the SD Form every year. Since 2013, the use of “Conflict Minerals” in the product manufacturing process must be declared, and the source of funds for the armed forces will be cut off.

Due to the transnational and regional issues of conflict minerals, the EU published Regulation (EU) 2017/821 in the official gazette on 2017/5/19 as the EU version of "Conflict Minerals" regulations.

For the metal-related products manufactured by Hua Wei Industrial, the source of materials does not contain conflict minerals.

What is TSCA?

The U.S. Toxic Substances Control Act (TSCA), enacted by the U.S. Congress in 1976, took effect in 1977, and the U.S. Environmental Protection Agency (EPA) is responsible for its implementation. The bill aims to prevent "unreasonable risks" to human health and the environment by comprehensively considering the environmental, economic, and social impacts of chemical substances circulating in the United States. TSCA is an important regulation for the effective management of chemical substances in the United States. All products exported to the United States belong to the TSCA regulatory category. Compliance with TSCA is a prerequisite for trading.
